Hamas' Preliminary Response To a General Framework for a Comprehensive Agreement among the Parties

Here is the full text of the response to the Paris proposal that Hamas delivered to Qatari and Egyptian mediators earlier today Feb. 6, 2024, translated by Resistance News Network. The American and zionist sides received a copy of the 3-page-long response, including amendments to the “Framework Agreement” proposal, in addition to a special appendix of guarantees and demands aimed at stopping the aggression and addressing its affects.

Draft - Preliminary Response/ the Hamas Movement's Response To a General Framework for a Comprehensive Agreement among the Parties (between the "israeli" occupation, Hamas, and the Palestinian factions)

This agreement aims to stop the mutual military operations between the parties, achieve complete and lasting calm, exchange prisoners between the two sides, end the blockade on Gaza, reconstruction, return of residents and displaced persons to their homes, and provide shelter and relief requirements for all residents in all areas of the Gaza Strip, according to the following stages:

 First Stage (45 days):

This humanitarian stage aims at releasing all "israeli" detainees from among women and children (under the age of 19, not conscripted), the elderly, and the sick, in exchange for a specific number of Palestinian prisoners, in addition to intensifying humanitarian aid, redeployment of forces outside populated areas, allowing the commencement of reconstruction of hospitals, houses, and facilities in all areas of the Strip, and permitting the United Nations and its agencies to provide humanitarian services, and establishing housing camps for the population, as follows:

- A temporary cessation of military operations, cessation of aerial reconnaissance, and redeployment of "israeli" forces away from populated areas in the entire Gaza Strip, to be aligned with the dividing line, enabling the parties to complete the exchange of detainees and prisoners.

- The two parties will release "israeli" detainees from among women and children (under the age of 19, not conscripted), the elderly, and the sick, in exchange for a number of Palestinian prisoners, ensuring the release of all individuals whose names are pre-agreed upon during this stage.

- Intensification of the entry of necessary and sufficient quantities for the population's needs (to be determined) of humanitarian aid and fuel daily, allowing appropriate quantities of humanitarian aid to reach all areas in the Gaza Strip including the north of the Strip, and the return of displaced persons to their residences in all areas of the Strip.

- Reconstruction of hospitals across the Strip and introducing what necessary for establishing population camps/tents for sheltering the population, and resumption of all humanitarian services provided to the population by the United Nations and its agencies.

- Beginning of (indirect) negotiations regarding the requirements necessary for restoring complete calm.

- The attached appendix with details of the first stage is an integral part of this agreement, with the agreement on details of the second and third stages during the implementation of the first stage.

Second Stage (45 days):

The completion of (indirect) negotiations regarding the requirements necessary for the continued cessation of mutual military operations and return to a state of complete calm must be announced before implementing the second stage.

This stage aims to release all detained men (civilians and conscripts), in exchange for specific numbers of Palestinian prisoners, continuation of humanitarian measures from the first stage, withdrawal of "israeli" forces outside the borders of all Gaza Strip areas, and commencement of comprehensive reconstruction of houses, facilities, and infrastructure destroyed in all areas of the Gaza Strip, according to specific mechanisms that ensure implementation of this and the complete end of the siege on the Gaza Strip, as agreed upon in the first stage.

Third Stage (45 days):

This stage aims at exchanging the bodies and remains of the deceased between the two sides after identification, and continuation of humanitarian measures from the first and second stages, according to what will be agreed upon in the first and second stages.

Framework Agreement Appendix: Details of the First Stage

- Complete cessation of military operations from both sides, and stopping all forms of aerial activities including reconnaissance, throughout this stage.

- Redeployment of "israeli" forces away from populated areas in the entire Gaza Strip, to be aligned with the dividing line to the east and north, enabling the parties to complete the exchange of detainees and prisoners.

- Both parties will release "israeli" detainees from among women and children (under the age of 19, not conscripted), the elderly, and the sick, in exchange for all prisoners in the occupation's prisons including women, children, elderly (above 50 years), and the sick who were arrested up to the date of signing this agreement without exception, in addition to 1,500 Palestinian prisoners, of whom Hamas will name 500 with life sentences and high sentences.

- Completion of necessary legal procedures ensuring that the released Palestinian and Arab prisoners are not re-arrested for the same charges for which they were arrested.

- The mutual and simultaneous release in a manner that ensures the release of all individuals listed in the pre-agreed lists during this stage, with names and lists exchanged before implementation.

- Improvement of conditions for prisoners in the occupation's prisons and lifting of measures and sanctions imposed after October 7th, 2023.

- Stopping the incursions and aggression by "israeli" settlers on Al-Aqsa Mosque and returning the situation in Al-Aqsa Mosque to what it was before 2002.

- Intensifying the entry of necessary and sufficient quantities for the residents' needs (no less than 500 trucks) of humanitarian aid and fuel daily, allowing appropriate quantities of humanitarian aid to reach all areas of the Strip, especially the north of the Gaza Strip.

- The return of displaced persons to their residences in all areas of the Strip, ensuring the freedom of movement of residents and citizens by all means of transport without hindrance in all areas of the Gaza Strip, especially from the south to the north.

- Ensuring the opening of all crossings with the Gaza Strip, resumption of trade, and allowing the freedom of movement of individuals and goods without obstacles.

- Lifting any "israeli" restrictions on the movement of travelers, patients, and the wounded through the Rafah crossing.

- Ensuring all wounded men, women, and children are allowed to receive treatment abroad without restrictions.

- Egypt and Qatar will lead efforts with all necessary parties to manage and supervise the guarantee, achievement, and completion of the following issues:

   1. Providing and introducing sufficient heavy equipment necessary for debris and rubble removal.

   2. Providing civil defense equipment, and the requirements of the Ministry of Health.

   3. The process of reconstructing hospitals and bakeries across the Strip and introducing what is necessary for establishing camps for residents/tents for sheltering the population.

   4. Introducing no less than 60,000 temporary homes (caravans/containers) such that 15,000 homes enter the Gaza Strip each week from the start of this stage, in addition to 200,000 shelter tents, at a rate of 50,000 tents each week, to shelter those whose homes were destroyed by the occupation during the war.

   5. Beginning the reconstruction and repair of infrastructure in all areas of the Strip, and rehabilitating electricity, telecommunications, and water networks.

   6. Approving a reconstruction plan for homes, economic facilities, and public utilities destroyed due to aggression, scheduling the reconstruction process within no more than 3 years.

- Resumption of all humanitarian services provided to the population in all areas of the Strip, by the United Nations, its agencies, especially UNRWA, and all international organizations operating to resume their work in all areas of the Gaza Strip as before October 7th, 2023.

- Re-supplying the Gaza Strip with the necessary fuel to re-operate the power generation station and all sectors.

- The occupation's commitment to supplying Gaza with its electricity and water needs.

- Beginning (indirect) negotiations regarding the requirements necessary for the continued cessation of mutual military operations and return to a state of complete and mutual calm.

- The exchange process is closely linked to the extent of commitment to the entry of sufficient aid, relief, and shelter mentioned and agreed upon.

‘Escalate all forms of resistance’
Joint statement from the Palestinian resistance on the course of the Al-Aqsa Flood Battle

Joint statement by Democratic Front for the Liberation of Palestine, Hamas (Islamic Resistance Movement), Palestinian Islamic Jihad, Popular Front for the Liberation of Palestine, and Popular Front for the Liberation of Palestine – General Command, Oct. 28,2023

The five Palestinian powers held a leadership meeting in Beirut on Oct. 28, 2023, to discuss the course of the Al-Aqsa Flood Battle with the Zionist enemy and its brutal aggression against the Gaza Strip.

In their statement, the five powers saluted the martyrs of our Palestinian people and our steadfast and proud people in the Gaza Strip who are facing an organized campaign of extermination, stressing that they are the people of pride, dignity and steadfastness and that they are the people of victory who are loyal to their cause and their homeland, and [the Palestinian forces] pledged to them to continue on the path of resistance until victory is achieved over the Zionist enemy.

The attendees affirmed the following:

  • This heroic epic is the battle of the entire Palestinian people, which they are waging in defense of their land, their sanctities, their existence, and their right to freedom against a barbaric enemy that does not spare any of our people from its crimes. It targets hospitals, mosques, churches, universities, and ambulances, and cuts off electricity, water, fuel, the Internet and cellular communications for our besieged people.
  • Adhering to national unity is a main pillar in confronting the Zionist war of genocide against our people, as well as rejecting the enemy’s attempts to divide our people or monopolize any part of it. We stress unifying efforts and closing ranks in this fateful battle.
  • We call on the masses of our Arab and Islamic nation and the free people of the world to continue their movements to stop the American-Zionist aggression, open the border crossings, bring in humanitarian aid and fuel, and remove the wounded from the Gaza Strip.
  • We salute the resistance forces in our nation, especially in Lebanon, Syria, Iraq, Yemen and Iran, and we affirm that our Palestinian people are not alone in this battle.
  • We hold the United States of America fully responsible for the war of genocide against our people as it chose to support, escalate, and participate in the war of genocide against our people, which requires a strong response from the Arab and Islamic countries, as well as countries friendly to our people to stop this ongoing massacre of our Palestinian people.
  • We demand the opening of the Rafah crossing and the entry of aid, humanitarian needs, fuel, and medical and relief teams to our people without delay, allowing the wounded to be transported to Egypt and the Arab and Islamic countries, without interference from the occupation or any of the aggression countries.
  • We call on the masses of our people throughout occupied Palestine to escalate all forms of resistance and struggle against the Zionist enemy, targeting its soldiers and settlers, and strengthening popular initiatives of struggle in the face of settler attacks and the encroachment of enemy forces.
  • The enemy’s cutting of all access to Gaza, besieging it, and cutting off communications and the Internet completely is a cover for a major crime of genocide that the enemy does not want witnesses to, and we stress breaking this siege with an “official and popular” Arab position.
  • We adhere to the right of our people to resist, and its confidence in the victory of our people in this battle as we fight this battle in defense of our land, our people, and our sanctities, and for the sake of liberation, return, self-determination, and the establishment of the Palestinian state with Jerusalem as its capital.

Toufan al-Aqsa: what can iron do against the wind?

At 3:30 a.m. GMT, at dawn on the Sabbath, Palestinian fighters from Hamas and Islamic Jihad launched an all-out attack on Israel from Gaza: while hundreds (between 2,000 and 5,000) of rockets rained down on Zionist settlements, motorized fighters forced their way through the "iron wall" encircling Gaza, others forced their way through the sea barrier and still others landed in Israel aboard motorized paragliders (ULM). According to the Israeli army, 60 Palestinian fighters entered the territory. Some 40 Israeli soldiers and settlers were taken prisoner in the first few minutes, while the number of dead and wounded on the Zionist side remains unknown. The operation has been dubbed "Toufan al-Aqsa", the flood or storm of Al Aqsa (toufan is the Arabic-Persian word that has entered every language, and is the origin of the English word "typhoon"; it is also the name of a series of Iranian missiles).

It's a historical truth: if you want to attack Israel, you have to do it on a Saturday morning, when the Jews are at rest. That's what the Egyptian and Syrian armies did on October 6, 1973, when they crossed the Suez Canal and entered the occupied Golan Heights. In 1973, it took the Zionists a week to wake up, stunned as they had been by the surprise attack, and go on the counter-offensive. Who won the Ramadan/Kippur war? That's up for debate. What is certain is that this war sounded the death knell for Israeli Labor, the Zionists with a human face, the Ashkenazi variant of Mitteleuropean social democracy. It also put an end to the "The Glorious Thirty" and triggered the first "oil crisis". Of the powerful images from this period, two stand out for me: that of European freeways completely empty of cars, and that of the Queen of the Netherlands bringing out her carriage and horses to get around. For the Arabs, '73 had almost erased the humiliation of '67. Ten wars later, where do we stand?

Activists in Gaza rework a classic Palestinian resistance song from the first intifada to fit the BDS movement today.

Dedicated to the memory of the late BDS activist and engaged, revolutionary intellectual Samah Idriss (1961-2021)

It’s been a year since Israel’s brutal aerial bombardment of Gaza, in which hundreds of Palestinian civilians, including women and children, were brutally killed by Israel’s war machine. At the time, Gaza-based civil society issued a statement calling on international supporters to escalate BDS campaigns to isolate apartheid Israel’s murderous regime of oppression. This song was supposed to be released as part of the Israeli Apartheid Week activities last year, but due to the spread of Covid-19 and the Israeli attack, it didn’t see the light of day.

It is a song calling for the boycott of apartheid Israel, and states the demands of the Palestinian people, which happen to be those of the BDS movement: “we want freedom and return.” It goes on to celebrate the culture of boycott from “Haifa (1948) to the West Bank (1967.)” That is the desired “firebrand” that needs to be “ignited” and the “fruit of the tree that needs to be watered by the coming rain to tell the tale of revolutionary heroes with grand ideas.”

The lyrics are based on a song performed by the great Palestinian singer Walid Abdussalam and written by Palestinian poet Yacoub Ismail during the first intifada, which we have humbly modified in order to adapt it to BDS demands. The original song was a folkloric song for kids, but with a revolutionary dimension which included a call for general strikes and civil disobedience. The aim of our new version is to capture the essence of BDS activism and eloquently articulate them. We dedicate this to our late comrade Samah Idriss who would have celebrated it and whose spirit is flying with us in the skies of Gaza, Palestine.

Statement Nr. 6 from The Prison Intifada

 Occupied Palestine, 20/2/2022

 To the masses of our great people, greetings full of desire for this  meeting and freedom:

 We communicate with you from the dark cells of the prisons of the Zionist enemy, who has worked to restrict us in our most elementary rights to walk in the courtyards of prisons, and prevented us from exposing ourselves to the sun with which we preserve our bodies, and this by prohibiting us from going out there for a single  hour daily, in an attempt to cover up their woeful failure to prevent the escape of prisoners through the Tunnel of Freedom, and to abuse us to assuage their sadism, and satisfy their hateful extremist legislation.

 In light of this aggression, we your captive brothers and your sons of all political organizations of National and Islamic Action, continue the Prisons Intifada which refuses this brutal aggression against our fundamental rights for the sixteenth day, this by closing  the sections in all the prisons next Monday as well as a day of strike in the fortresses on Tuesday, and we will continue in our refusal, by all means and whatever be the price, until the prison administration  retracts on these hateful abusive measures.

 Thus, we affirm the following:

 First: the prison intifada has begun and will only end if the jailers stop their attacks or until we are totally free.

 Second: We call on our people to participate in the solidarity sit-ins tomorrow, Monday, in front of the Red Cross headquarters.

 Third: We call on our brothers and the essential vital nerve of our people, the students,  to organize the greatest process of mobilization and to launch marches towards the points of contact in all the governorates and universities of the country.

 Fourth: We present our greetings to the children our people in Beita, Kafr Qaddoum, Masafer Yatta, Sheikh Jarrah, Beit Dajan and Nabi Saleh, who are stationed on their land and who defend with their bodies our eternal right to this land, and we  invite you to support us and dedicate the activities of this week to support our Intifada.

 Fifth: We call on all our political parties to embody the national unity that is already embodied by the prisoners in the Fortresses of Freedom and on the battlefields in the West Bank, Jerusalem and Gaza.
